Article IV, Clause 7 of the constitution states "The Angelic Assembly may amend or repeal laws by a majority vote". No other mentions of amending laws outside the Assembly exist.
Are other parties allowed to amend laws, even if to a minor scale, or is the Angelic Assembly the only party allowed to amend the laws unless specifically stated otherwise on a law with Divine Assent?
And, if Divine Decrees are "on an equal footing with all other laws passed by the Angelic Assembly" (Art. 3, Clause 7), does that mean the Astra Deus has the power to amend and do all other things an Angelic Assembly law can, such as signing treaties into law?

Since this is in the context of a treaty specifically, I'd like to bring up another point in this review request. The law that ratified The Treaty of Divine Treasures was only for treaty ratification, of which includes the clause of modification. I'd then posit that due to the Angelic Assembly ratifying this treaty, it then gives power to the AD and the Celestium to make modifications to this treaty as outlined in Article Six. Additionally, the modification that is being requested is not actually one of treaty content, but rather a formatting error. A member of the Assembly figured out that all articles of the treaty are labelled by roman numeral except for Article Six, which is labelled as "Article 6". This brings up another question for the court: Can scrivener's errors (minor spelling/formatting mistakes) be corrected in any law without the necessity of an amendment? American constitutional law says they can be corrected/interpret misspelled laws as the word that was meant to be there without legislative action, and there was recently a GA Secretariat case that ruled in the same direction. Awaiting the decision upon review, and am happy to bring up this additional question in another thread if requested to do so.

I understand there is an amendment currently proposed to the Angelic Assembly on this topic, however, I strongly discourage my fellow Harbinger's from posting any thoughts in that thread until we deliberate on this matter.
