WA Delegate Decree
Preamble
By the Grace of His Majesty King Astoreus, Sovereign Ruler of the Crowned Republic of Astoria,
Whereas it is the sovereign prerogative of the Crowned Republic of Astoria to establish regulations concerning the representation of the region within the esteemed World Assembly;
And whereas it is imperative to ensure the democratic selection of a worthy and capable World Assembly Delegate (hereinafter referred to as the "WA Delegate") who shall act as the official envoy of the Crowned Republic of Astoria;
Now, therefore, in the exercise of Our royal authority, We hereby issue this Royal Decree:
Article I: Representation of the Region
1. The esteemed position of the WA Delegate shall be conferred upon His Majesty King Astoreus as the first WA Delegate of the Crowned Republic of Astoria. His Majesty shall undertake the responsibility of representing the region within the exalted realms of the World Assembly.
Article II: Election of the WA Delegate
1. Subsequent to the tenure of His Majesty King Astoreus, the WA Delegate shall be elected by the esteemed citizens of the Crowned Republic of Astoria through a transparent and democratic process, herein referred to as "challenge elections."
Article III: Challenging the WA Delegate
1. In order to challenge the position of the WA Delegate, any citizen of the Crowned Republic of Astoria whose World Assembly nation finds residence within the hallowed borders of the Region may initiate a challenge by publicly petitioning Us.
2. Said petition must be accompanied by a secondary endorsement from another esteemed citizen, whose World Assembly nation also resides within the Region.
Article IV: Scheduling of Election
1. Upon proper endorsement of the challenge petition, the esteemed Electoral Commission, tasked with the orderly administration of elections, shall expeditiously arrange for the scheduling of the challenge election, ensuring a prompt and efficient process.
Article V: Election Procedure
1. The challenge election for the esteemed position of the WA Delegate shall adhere to the comprehensive procedures detailed within Article VIII of the esteemed Constitution, governing the electoral processes within the Crowned Republic of Astoria.
2. The period for the declaration of candidacy shall commence no later than twenty-four (24) hours subsequent to the proper endorsement of the challenge petition.
Article VI: Conditions for Challenge Elections
1. Challenge elections may solely be invoked under the following circumstances:
a. The incumbent WA Delegate has served a cumulative period of thirty (30) days in office since their previous election and has continuously faced legitimate challenges.
b. The incumbent WA Delegate, as judged by Us, displays a clear unwillingness or incapacity to discharge the responsibilities entrusted to them.
c. The incumbent WA Delegate has been formally recalled by the discerning citizens of the Crowned Republic of Astoria.
Article VII: Delegate Transition
1. During the period of delegate transition, it is mandatory for citizens who proudly retain their membership in the World Assembly to wholeheartedly endorse the newly elected WA Delegate while concurrently revoking their endorsement of the outgoing WA Delegate.
2. It is incumbent upon the outgoing WA Delegate to collaborate with the Government in every possible manner to expedite the seamless assumption of duties by the newly elected WA Delegate.
3. This may include the voluntary resignation from the World Assembly, if deemed necessary and appropriate by the relevant authorities.
Article VIII: Endorsement Limits and Unauthorized Nations
1. The esteemed Government of the Crowned Republic retains the inherent authority to establish appropriate endorsement limits for nations that do not hold the esteemed position of the elected WA Delegate.
2. In the unlikely event that an unauthorized nation, through inadvertence or error, unlawfully seizes the position of the WA Delegate or exceeds the legally prescribed endorsement imit, it is the solemn duty of all discerning citizens to promptly and dutifully withdraw their endorsements from said unauthorized nation.
3. Should an unauthorized nation, having seized the esteemed position of the WA Delegate or exceeded the legally mandated endorsement limit, persist in its refusal to expeditiously comply with the instructions issued by the esteemed Government, it shall be liable to face severe consequences, including ejection or banishment from the Crowned Republic of Astoria.
Let it be known that this Royal Decree, issued under the authority vested in me as the sovereign ruler of the Crowned Republic of Astoria, shall be deemed effective forthwith. All esteemed citizens and concerned parties are hereby mandated to adhere to and abide by the provisions set forth herein.
